Over the summer, planning and sustainable built environments faculty member Ladd Keith chaired the Urban Land Institute Advisory Services Panel for Jacksonville’s proposed automated transit system, the Ultimate Urban Circulator (U2C). The Panel made recommendations to the Jacksonville Transportation Authority (JTA) regarding the creation of a more connected downtown by the U²C and for supporting economic development.

After analyzing real estate trends, reviewing plans and policies, touring the site and meeting with community stakeholders, the panel recommended that the JTA move forward with the proposed U²C, thinking beyond the stations. The panel’s final report encourages the JTA to implement best practices for transit-oriented development, to support established and emerging neighborhoods, to take intentional, strategic, and coordinated action, and to celebrate and nurture small successes.
